Shuigang is a major kingdom city-state in the north on Avalice (including Shang Tu and Shang Mu).
Shuigang's current ruler is Dail, and was formerly his father, the unnamed King of Shuigang, before Lord Brevon killed him during his invasion in the opening cutscene of Freedom Planet.
